Curfew imposed in the hope of restoring calm

Curfew imposed in the hope of restoring calm |

The city, long marked by racial tension, imposed a curfew for teenagers Monday night in an effort to restore peace after the shooting death Saturday of an armed African-American man, Sylville Smith, a black police officer.

protests on the set turned violent over the weekend at least six companies have been burned, cars were burned and four officers wounded in the clashes. The damage was not as extensive, the next night, but shots rang out in three places, and a 18-year-old man who was struck in the neck was hospitalized, police said. At least seven policemen were injured, some of which were hit by rocks and bricks.

Monday morning, many residents have called for healing prayer circles formed in the area in which businesses were burned.

One night of peace for Milwaukee?

The Milwaukee Mayor Tom Barrett said the new curfew from 10 p.m. for teenagers remain in force as long as necessary. The curfew is usually in force in the city during the school year, which begins August 31.

Late Monday night, Barrett and Milwaukee Police Chief Edward Flynn struck a cautiously optimistic note that weekend events would not be repeated again.

"We see great progress compared to yesterday," said Flynn. Six people were arrested Monday, he added.

Barrett and Flynn credited community and religious leaders to meet with residents and calling for calm.

The tumult was confined in the northern district of Milwaukee Sherman Park, which was closed at 18 am Monday, prompting protesters to move to a park adjacent to the gas station.

At nightfall, tensions seemed to stabilize, with the exception of a few brief clashes between protesters and police in the park. Otherwise, a prayer vigil by members of a local church and Army Hi continued without incident.

Flynn noted that residents hold prayer circles and a barbecue was "certainly very encouraging."

"The vast majority of people are not interested in the damage to the where they live, "he said.

the violence over the weekend had prompted Wisconsin Governor Scott Walker to declare a state of emergency on Sunday.

What has incited violence

the protests began hours after a police officer shot Smith on Saturday.

the meeting of Smith with the police began when a pair of officers he and another person in a car Saturday afternoon at the stop, police said. the men fled the car, and officers followed, Smith shot in the arm and chest when he failed to put his weapon, Barrett said.

gun Smith, and 500 rounds of ammunition were stolen during a burglary near Waukesha in March, said the police.

police camera images showed Smith holding a handgun at the meeting, Barrett said. Police said the officer shot Smith after failing to comply with orders to put his weapon. His gun was loaded with 23 rounds, plus the officer was carrying.

Smith died at the scene, and no officers were injured. The unidentified officer who fired the fatal shots is 24 and has six years of service with the Milwaukee Police - three as an officer. It will be the administrative department in an investigation.

Milwaukee police take security measurements Sunday.

Smith's Kimberly Neal sister cried a brother she described as a high school graduate who played basketball, not a "man with a long criminal record" described by the police.

"It should have been tased, if anything," she said.

Under state law, the Wisconsin Department of Justice will conduct the investigation. Wisconsin was the first state to pass legislation requiring an independent investigation into the death involving law enforcement, the governor said.

Why Wisconsin law on police-related murders is different

"The worst place to live African-Americans'

Protesters clash with police Saturday night in Milwaukee.

The police shooting many festering racial tensions to the surface.

Alderman Khalif Rainey said the area was a "powder keg" for potential violence throughout the summer.

"What happened ... can not be right, and I'm not justifying it, but nobody can deny the fact that there are problems, racial problems in Milwaukee, Wisconsin, which must be corrected," Rainey said. "This community of Milwaukee, Wisconsin, became the worst place to live for African Americans throughout the country"

Race and reality. The scourge of segregation

Rainey said Saturday's violence was a byproduct of inequality, injustice, unemployment and lack of educational opportunities.

An officer was hospitalized after a rock broke the windshield of a police car.

Racial tensions have long permeated the city.

"People are afraid of the other," said Reginald Jackson resident last year. "Blacks are afraid of the white parts of the city. The Whites are afraid of black and Latino parts of the city."
Statistics save Jackson's request. Milwaukee is the great most separate town between black and white residents, according to a City of Milwaukee Health Assessment.

Milwaukee suburb of white residents often avoid northern part, mostly black of the city, driving around.

Saudi denies coalition targeting schools

Saudi denies coalition targeting schools |

The latest attacks come after peace negotiations led by the UN reached an impasse last week with violent clashes reported nationwide .

Saturday's incident also renewed concerns about the increasing number of civilians - including many children - who have died in the conflict.

A U.N. report in May found a jump of six times the number of child deaths in 2015 compared with the previous year. He said the coalition led by Saudi was responsible for the majority of deaths and injuries of children.

However, the coalition countered that airstrikes targeted weekend a "major training camp for the militia" - and resulted in the death of a rebel leader Houthi. He said Houthi recruitment of children in the conflict was to blame for the deaths.

"The aircraft bombed a training camp for the militia called the coup (Huda) in Saada," spokesman for the coalition Major Ahmed Asseri told CNN in a statement Sunday.

he did not specify which school the two attacked Saturday he was referring.

This "confirms the practice Houthis recruit and subjecting children to terror," continued Asseri.

According Asseri, Houthis regularly recruit children "and use them as scouts, guards, messengers and combatants" ultimately

The coalition "by subjecting them to injury and murder. "- Composed of several Arab countries - began a military campaign in Yemen in March 2015 to prevent rebel Houthi allies in Iran and the forces loyal to ousted President Ali Abdullah Saleh of Yemen to take power.

'No way those were fighters "

However, the UNICEF representative in Yemen told CNN that the children were too young to be combatants.

"We had an audit team that went to the site and was there the day. We went to the hospital and we talked to parents. Many of these children were aged six, eight. There is no way that those were fighters, "Julien said Sunday Harneis UNICEF.

Ten children died and 28 others were wounded in the attack from a private school in Haydan district of Saada province, which occurred when children left school and were on the way back.

the children were aged between 8 and 15, according to official Twitter account Without borders Medecins.

another four children and three adults were killed in a coalition air strike on a school in the district of Razeh nearby.

"another 10,000 children will die "

Since the peace talks failed, Harneis said that the country has seen a surge in violence, crippling the country's infrastructure.

" the airspace at the airport has been closed for the last six days. No civilians or humanitarian flights were able to get in or out. the health system is on the brink of collapse. All in all, we have a terrible situation in Yemen, "he said.

" Today, money for health centers to run across the country is available. When we try to give money to our partners across the country, they can not take the bank's money. That means health services for vaccination, measles, polio, for routine vaccinations for treatment for things like malnutrition, it begins to break through the country, "added Harneis.

"We estimated that at least another more than 10,000 children die from preventable diseases that would not have happened if not the conflict."

conviction and appeal to the survey

Secretary General of the United Nations, Ban Ki-moon condemned the attack Monday and called for a swift investigation, its portfolio word.

, "noted the Secretary-General with dismay that civilians, including children, continue to bear the brunt of intensified fighting and military operations in Yemen," a statement from the office of the Secretary-General read.

"he urges all parties involved in the conflict to renew their commitment with his Special Envoy to Yemen to find a negotiated solution," he said.

But the UN itself came to criticism.

"the attack was a school, which is common and not the first time children and schools were attacked. the massacres against civilians occur while the UN silently watches ... do not stop crimes in Yemen, "Mohammed Abdulsalam, a spokesman for the Houthi rebels, told CNN Monday.

"[The] UN betrayed Yemeni children with his silence towards these crimes Saudis."

According to United Nations figures, the Saudi-led coalition was responsible for 60% of the 1,953 children registered as killed or maimed in the conflict in 2015.

Doctors without borders and UNICEF have also opposed the attacks.

Scandal on the UN blacklist

in June, Ban Ki-moon has revealed that he has received "undue pressure" from the coalition to remove it from the blacklist of groups does not respect children's rights in armed conflict.

READ: ruptures disputes between Ban Ki Moon UN and Saudi Arabia

A UN official told CNN that Saudi Arabia threatened to shoot hundreds of millions of dollars in financial contributions to humanitarian agencies of the UN and the causes if they are not removed from the blacklist.

The Saudi government has vigorously denied. U.N. the Saudi Ambassador Abdallah al-Mouallimi dismissed the allegations as "rumors" circulated by people "trying to harm our reputation."
