New messages can be written without quotation, but this is not ideal.
4. Attribution - Following on quotes, you should do your best to make sure events to someone be attributed, especially if you were not at the scene. In court reporting, this is of utmost importance, which is in this kind of stories, why you may see phrases like "the court was told," 'he told the court said "and" part of the court. "
